The population of Shkodra defended the city for seven consecutive months against surrounding armies, but on April 23, 1913, the Serbo-Montenegrin armies entered the city through the betrayal of Esat Pasha Toptani.
The Serbo-Montenegrins were forced out after a few months and Shkodra later went to the international protectorate. The city passed to the government of Tirana in 1920.
Shkodra can also be mentioned as the center of Albanian Catholicism. It was the last Albanian city to fall under Ottoman rule in 1479, and the city that most opposed the arrival of Communism in 1944. The Shkodra citizens were the first to ruin the symbols of the dictatorship in 1989. There was also the first spark of all-populous protests against communism In the late 1990s.
