The history of the Elbasan areas dates back to the second century BC. With early Illyrian settlements. In the second century, the city was known as Skampa and later named Skampini and was the administrative subordinate of Durrah (Durrës). Being located at the North-South and East-West crossroads, it has served as an important turning point and as an important station, being referred to as urban, military, and bishopric centers. After the blockade of the Egnatia road from the invasions of the barbarians, the city of Skampin was no longer mentioned and destroyed by the Bulgarians and ostrogots during Slav-Bulgarian migration sometime from the 6th-7th century. Elbasan was founded by Ottoman Turks in the same place in the 15th century. After the defeat he suffered in the second siege of Kruja, Sultan Mehmeti II, rebuilt in return in 1466 the old fortress, to have as a basis for later support. The castle was built for only 25 days and its construction helped 150,000 people. At the entrance to the castle, on a plate, the sultan wrote in Turkish: "Eli-Basan, Sultan, Ibn Sultan, Fahati Sultan, Mehmet eat the inn."
